Reps release CTC of Tax laws to public, affirm NASS as institution of records

The House of Representatives has released certified true copies of the four tax reform Acts passed by the National Assembly and signed by President Bola Ahmed Tinubu, GCFR, to address concerns over alleged alterations of the laws.

In directing the release, Speaker Abbas Tajudeen reassured Nigerians that the National Assembly operates as an institution of records, guided by established rules, precedents, archival systems, and verification processes that safeguard the authenticity of every law enacted.

House spokesman Akintunde Rotimi said the original copies of the Acts have been made public, while hard copies have been printed and circulated to members.

“The House, under the leadership of Speaker Abbas Tajudeen, has released the four tax reform Acts duly signed into law by President Tinubu for public record, verification, and reference,” Rotimi stated.

He explained that the Speaker, in collaboration with Senate President Godswill Akpabio, GCON, ordered the immediate release of the Certified True Copies (CTCs), including the President’s endorsement and assent pages, following reports of inconsistent and misleading versions circulating in the public domain.

“The intervention highlights Speaker Abbas’ commitment to transparency, legislative integrity, and public confidence in the law-making process,” Rotimi said, noting that a vigilant lawmaker first raised the alarm over discrepancies on a point of privilege. The Speaker promptly directed an internal verification and public release of the certified Acts to eliminate doubts and protect the legislative record.

Rotimi added that from initiation through stakeholder consultations, committee scrutiny, clause-by-clause consideration, plenary debates, and passage, Speaker Abbas ensured that the reforms were evidence-based, inclusive, and aligned with Nigeria’s fiscal priorities.

“The Speaker consistently emphasised that tax reform must be anchored on clarity, fairness, and adherence to constitutional and parliamentary procedures,” he said.

The four Acts released are: Nigeria Tax Act, 2025; Nigeria Tax Administration Act, 2025; National Revenue Service (Establishment) Act, 2025; and Joint Revenue Board (Establishment) Act, 2025. Rotimi described the laws as the backbone of Nigeria’s modern tax reform framework, designed to strengthen revenue administration, improve compliance, reduce inefficiencies, eliminate duplications, and enhance fiscal coordination.

He stressed that the National Assembly preserves the integrity of all laws through certification and custody, adding: “Members of the public, institutions, professionals, and stakeholders should disregard any versions not certified by the Assembly, as they do not form part of the official legislative record.”

The Clerk of the National Assembly has aligned the certified Acts with the Federal Government Printing Press to ensure uniformity and accuracy. Hard copies have been circulated to all members of the House and Senate and made available to the public.

Rotimi noted that the Ad-Hoc Committee chaired by Hon. Muktar Aliyu Betara continues to investigate the circumstances surrounding the circulation of unauthorized versions and will recommend measures to prevent future occurrences.

“The House of Representatives under Speaker Abbas reaffirms its commitment to constitutionalism, the rule of law, transparency, and accountable governance,” Rotimi said. “It will continue to strengthen internal controls, uphold institutional discipline, and protect the integrity of Nigeria’s legislative process in the collective interest of the Nigerian people.”
